Our Story

David-James, LLC is a Baltimore-based Certified Public Accounting firm licensed in the State of Maryland. Established in January, 2005, David-James has evolved from a small, local firm to a firm dedicated to health care compliance of government providers, health plans and contractors. We are large enough to have audited some of the largest & most complex government and health organizations in the country, but small enough to be able to provide a personal touch to each and every one of our clients. We provide audit solutions to our clients to meet their ever-changing audit needs.

Our Team

Two leading home health care consultants – David Brulinski, CPA and James Hamilton, CPA formed the premier health care accounting and consulting practice of David-James, LLC.

Dave and Jim each bring more than 25 years of home care accounting and consulting expertise along with an experienced professional staff that includes certified public accountants, nurses, information systems specialists, management personnel, certified fraud examiners and billing consultants.

David Brulinski, CPA

David has over 25 years of professional experience in audit and consulting in the healthcare industry.  David’s audit career began at KPMG in where he was promoted to Manager before he left to expand his professional expertise in the health care consulting industry.   Dave has more than 25 years of experience in a Medicare audit and reimbursement setting.  He brings extensive experience and knowledge in the areas of Medicare and Medicaid regulations and reimbursement, financial audit, project management, strategic planning, and financial management.  Dave’s experience has provided him with a thorough understanding of Government Auditing Standards, audit procedures, and financial analysis techniques.   In his career, he has been exposed to both the private (audit and consulting) and government industries in his direct dealing and through fiscal intermediaries.  Dave has also performed audits for both local and federal government programs.

James Hamilton, CPA

Member
Jim has more than 25 years managing and directing large-scale projects related to the auditing of health care benefits. For the past 15 years, Jim has been a Project Director of multiple contracts with the Centers for Medicare & Medicaid Services to conduct financial, performance and compliance audits of the largest providers and sponsors of health care services to CMS beneficiaries. He has performed audits for both local and federal government programs.  Jim has also managed and directed litigation support for cost reports. Jim has performed audits for both local and federal government programs.  He has prepared regulatory cost report desk reviews of Medicare Prepaid Health Plan cost reports and budget forecasts.  He also performs audit procedures for the certification of Medicare HMO cost reports. Jim has also prepared and reviewed Medicare, Medicaid and Home Office cost reports.
